...by proclamation dated 16th July, 1792, divided the Province of Upper Canada into nineteen Counties, namely: Glengarry, Stormont, Dundas, Grenville, Leeds, Frontenac, Ontario, Addington, Lennox, Prince Edward, Hastings, Northumberland, Durham, York, Lincoln, Norfolk, Suffolk, Essex, Kent...

The County of Essex was the adjoining County to Kent...to the Northwest boundary of the County of Suffolk." 

According to Wikipedia, Suffolk County existed in Canada from 1792 to 1800:

*Suffolk County (1792–1800) formed in 1792 with Ontario County, in 1800 it was split into the Counties of Kent and Middlesex. During its short existence it was made up of Delaware Township, Westminster Township, most of North Dorchester Township and the rest Indian land.
